The Influence Of Qinghai-Tibet Railway To Highway Transport In Tibet And The Countermeasures

Qinghai-Tibet Railway that will be operated formally on July 1,2006,which is as a strategic railway, but it will improve the problem of Tibet's transportation difficulties largely, and change the history of Tibet without railway thoroughly.Construction of Qinghai-Tibet Railway will give more contacts between Tibet and other provinces of China, inspiring people go in and out Tibet;Meanwhile, the railway will be as a activator of Tibet economic and traffic developments because the railway has the safe, economic, comfortable, convenient, punctual etc. advantages and can transport more goods and has lower transport costs. Obviously, the operation of Qinghai-Tibet Railway will have a large impact on roads transport of Tibet, but in the long term, the railway doesn't impair the effect of roads transports;on the contrary, Tibet's transports will form a compatible developmental pattern that railway, road transports are main part and others are lesser.First, This paper analyses the influence to all ways of transportation in Tibet before the operation of Qinghai-Tibet Railway. Among them, the highway transportation has been occupying the predominate position of the transportation.So the influence to the highway has been concernfully discussed after the operation of Qinghai-Tibet Railway.And it will be formed the new passage of transportation.Second,Because Qinghai-Tibet Railway nearly is parallel to Qinghai-Tibet highway,it will increase the capability of transportation,the flow of transportation will be not limited.And Qinghai-Tibet highway will be influence. This paper analyses the transportation characteristics and people's choice actions of railway and highway, through building the maths model, forecasting the influence to highway transport in Tibet after the operation of Qinghai-Tibet Railway, especially influence to Tibet's roads.Third,From the point of rigional economy, applying the theories of rigional economy, and paying attention to the two domains of production and consumption, advance the structural readjustments and development trends of Tibet's highway transportation after operation of Qinghai-Tibet Railway.And the natural resources,the tour resources and the market economy,which effect thesystemic,long-term,comprehensive adjustments of Tibet's highway transportation and layouts of highway nets.Finally, from the point of practical Tibet's traffic, systemically expatiates the necessity, goals and possibility of new progress of Tibet's highway transportation, and also clarify Qinghai-Tibet Railway has an important impact on Tibet's highway transportation.
