In today’s world,From the developed countries in the world have launched a high level of scientific and technological innovation strategy, we can see not only the innovation as an important force in the future development of the country, but also can be seen that the innovation in the past and present development process also plays an important role.In science and technology innovation is its lifeblood of today’s wealthy multinational corporations, which continue to increase capital investment and mining personnel.As can be seen from the state or from the world’s outstanding enterprises, the importance of technological innovation is getting more and more recognition.In 2014, China’s economy is facing a major shift from the high-speed economic growth in low-speed stage to stage. Past demographic dividend, high resource inputs, exports of low value-added products to our economic growth decreases, technology’s contribution to our counrry economic growth and constantly improving, so the technical innovation to our increasingly important role in our economic and social.However, scientific and technological innovation is a complex and multivariate, system engineering, it needs the high cost of inputs, and even developed countries sometimes unbearable, so each must be put into the body expects investment to have maximum output.China as a developing country, under the limited financial resources, how to improve the efficiency of science and technology innovation has become the important aspect of improving technology innovation ability in our country.In this paper, the related innovation theory and empirical research at home and abroad were reviewed and discussed.Guided by the innovative theory, Integrated use of economics, statistics, management science theory, selection can reflect the efficiency index system of provinces and municipalities directly under the central government innovation in science and technology, with the Angle of output and input variables by using principal component analysis and data DEA to the efficiency of various provinces and municipalities directly under the central government’s science and technology innovation in China is evaluated, it is concluded that the provinces directly under the central government’s input and output efficiency, and calculate redundant input rate and output rate inadequate, So that each province and municipality can compare reference.While using the same indicators, extracted by a factor analysis of common factors with physical significance as the input and output variables, use the multiple regression methods to the analysis, found in various provinces directly under the linear effect on output elements from the elements. To enable the various provinces and municipalities to focus on technology innovation investment proportion of various resources, and degree of usefulness and marketability.
