In recent years,decision-making of development of a new production is the key that related tocorporation survival and development in the marketing competition surrounding thedevelopment of new production.According to resource situation(Fund,technology and humanresource etc.)of the corporation,with scientific way,to choose and develop economically a newproduction which can satisfy the requirement of customers , possess strong marketingcompetition,and can improve corporation and social economic effect is a decision—makingproblem of production development that leaders of each corporation have to face usually.Inamount of spare plans,how to decide which plan is more reasonable and more suitable for theactuality of corporation production development,it needs to adopt a scientific and effective wayfor put up preference of plans. In 2005,FAW-Johnson Company got a project for develop HOWO Truck instrument board andthis truck is developed by China National Heavy Duty Truck Group Co.Ltd.After FAW-JohnsonCorp.organizes relevant professors estimated,it thinks that there are three development plans thatcan be chosen. How to optimize one as final plan is the first problem should be solved bydevelopment group. If we want to obtain preference result of production development,first,we should analyze thefactors that influence the development of production.During this period,with relevant professorswe should try to considerate all-side of the influencing factors,combine with the condition ofcorporation,the request of customers and structural features of production,and analyze whichare, advantaged and which are impacted on the development of production.With referred tomaterials and accumulated experience of actual work,the writer believe that the factors asfollows influenced the choice of development plan of new production:(1)Market factor:whether the design and development of production can satisfy the requestof the market;(2)Strategy development of the corporation factor:the new developed production whetherinosulate with strategy development of the corporation.(3)Technology factor:The designing capacities of the corporation whether satisfy therequest of customers to new productioni the new production followed the request of customerswhether accord with manufacture level of the corporation or domestic profession line.(4)Venture factor:whether considerate adequately the venture of development,and adoptwhich manner can elude or decrease the venture of development effectively.(5)Economic factor:on one hand,the development of new production should regard the price ofmarketing congeneric productions as reference aimed price;on the other hand,it should considerthe financial situation of the corporation and the endured capacity to the cost of new production.(6)Human resource factor:whether the crew of corporation suffice to complete the design ofproduction function following the request of the client;how much that the cost of engageddeveloper from the outer influenced to the cost of new production.(7)Quality factor:developed production whether satisfy the requested qualification andconvenient for the examination and control of production quality.(8)Progress factor:the progress of development of production whether can satisfy therequirement of customer.Next introduce spare plans and constitute plan preference estimate system. And according torequest of client and discussion result of professors of FAW-Johnson Corporation,there are threeproduction developing spare plans of HOWO truck instrument board.Introduce structuralfeatures of three spare plans,according with basic principal of making·decision expatiate thegolden rule of optioned plan criterion guideline system.When establish criterion of preferenceplan , it must abide with all-side principal , scientific principal and maneuverabilityprincipal.According with the factors that influenced production development plan and theinstructor principal,it establishes criterion guideline system of spare plan.Then to optimize in the spare plans,because the preference of production development plansis a decision—making problem of multiple subjective and multifactor,among manydecision-making analytical methods,it choose analytic hierarchy process to be analyticalmethod of HOWO truck instrumental board.Analytic hierarchy process(AHP)is a thinking modein the essence,and it divided a complicated problem into each constitute factors,and then itgroups these factors according to dominance relation and form successive hierarchystructure.Through comparing in pairwise,it confirms that opposite importance of the factors inthe hierarchy.Then the decision of complicated decider definite the general order of comparedimportance of decided plan . The whole process expresses the functional features ofdecision-making of man,viz.disassemble, decide,and compose.AHP is a combination of rationand classify,and expresses and deal with the subjective decision in the form of quantity.[24]Italters the situation that decider and decision analyzer communicate hard.Under the mostsituations,the decider can use AHP to make decision directly.Therefore,it improves the validity,security and feasibility. Making decision by Analytichierarchy process(AHP),it can be divided into four steps:(1)Analyze the relations between the factors,and establish successive hierarchy structure.(2)To the factors that are in the same hierarchy about the importance of upper hierarchycompare in pairwise,and compare structure in pairwise and then judge matrix.(3)Because of judge matrix,it should account compared those factors for opposite weightingto this guideline.(4)Calculate each hierarchy factors to composed weighting of system target and order.[2]According with final composed weighting order,it confirms the best plan.According with criterion guideline system,it should invite relevant professors,who haveexperience of production development plan and in some relevant items,and compose a criteriongroup.And they will compare in pairwise following the targets of criterion guideline.Theprofessors group includes the professors of National Heavy Duty Truck Group Ltd.Co.,theprofessors of FAW-Johnson Corp.,the professors on automobile research,the professors ofAmerican JOHNSON and some relevant professors of parts and,mould suppliers.The professorspay value for each project,establish decision matrix and account the opposite weighting of eachlevel compared with upper level weighting.At last,account weighting of opposite target level ofthree spare plans,according with result of target weighting of three spare plans, choose the bestone.At last,to the picked production development plan whether can satisfy financial controlstandard of corporation,process general evaluation.(1)From the aspect of corporation and project,analyze result of investment and judge theactual benefit obtained by corporation.(2)For corporation institute fund schedule,use for a reference.(3)Through financial analyze,estimate reasonability of project on benefit.Through estimate target of fix assets and active capital to optimized plan, following thetarget price of production offered by China National Heavy Duty Truck Group Co.Ltd.it canaccount and obtain that execution followed this plan,the inner benefit rate of productionIRR=17%>15%.and satisfy National Heavy Duty Truck Group Co.Ltd.and FAW-JohnsonCorp.Thus,it confirms that through Analytic Hierarchy Process the picked plan is suitable forexecution.
