Study On The Alternative Selection Method For Emergency Response Based On Regret Theory

In recent years, with the global environment problem breaking out unceasingly and the economic development becoming imbalanced seriously, the emergency events happen frequently with large threat and damage to people’s life. However, the occurrence of unexpected events is inevitable, whether the government can make positive and effective risk decision-making plan is crucial before or after the happening of the events. For this reason, it’s necessary to select the optimal scheme to cope with the consequences caused by the emergencies when the events just occur or appear some signs.In response to the problems which have effect on the emergencies’scenario evolution or not, this paper studied the alternative selection method for emergency response based on regret theory. The main work and significance are as follows.(1) Proposed a kind of emergency decision-making problems. This paper sorted, described, extracted and classified these emergency decision-making problems. The work has positive influence on the development of related research in the future and provides the specific application background for the studying on the emergency decision-making problems.(2) Provided the alternative selection method based on regret theory. In allusion to the problems which have directed or undirected influence on the emergencies’scenario evolution or not, this paper studied the alternative selection method for emergency response based on regret theory. The method can solve the alternative selection problems more preferential and has certain practicability and maneuverability to guide policy makers’decision-making behavior in real life.(3) Presented the application research of this alternative selection method. The paper proved the method’s validity and rationality by launching the typhoon event and the epidemic prevention event as the background. Meanwhile, this method has extensive application space in reality.This paper studied the alternative selection method for emergency response based on two regret theory models which are the pairwise comparison model and the perceived utility computing model. It established a theoretical foundation for prospective related research in a way and has certain guiding significance to the actual issues such as the typhoon defense events and epidemic prevention events.
