Since the reformation and opening up of our country, our advertising business has experienced more than 20 ages of development, not only have made great achievements but also have opened up our own sky. The booming development of advertising has not only pushed the progress of market economy, guided the healthy consumption in our society, helped the enterprise make economic profits, but also the contribution to the development of our national economy has been proved to be remarkable. Moreover, the special culture function of advertising has played an important part in promoting our socialism spiritual civilization . As our advertising whose development time is short is from a lower departure point and developing in the special period of society transformation, with various factors' function , illegal advertisement is increasing in our country, which not only affected the normal economic order so as to has made great loses to consumers, also is harmful to our society development. Therefore, tracing back to origins and finding out the cause of illegal advertisement is valid to discipline the illegal advertisement.This text is mainly adopted such research methods as: culture collection , case analysis, system analysis etc. Here the author introduced the meaning, main types and influence of illegal advertisement;analysed the internal social reason for illegal advertisement systematically and theoretically;also completely and deeply dissected the exterior and internal factors of illegal advertisement, including such exterior factors as: the variety and conflict of social economy, culture, value concept in transforming society, the informal development of advertising, the blemish ofadvertise management, the limitation of law system etc, also some internal factors as: the nature n passion and talent quality of proprietors > AD companies > medias and consumers in advertising process. The text has made a newly and systematical cognition, instead of a one-sided and unilateral one, to the cause of illegal advertisement;in particular, has put forward to the possible suggestion and guide , which is completely and scientifically, in renovating illegal advertisement in theory , in constructing of advertising system and in managing of advertisement in our country.
