The industrial cluster is worldwide economic phenomenon. The businessesemeprises centralizing in same region can save the transaction cost ,optimize the resources distribution, from regional innovation network anddevelop comprehensive competitiveness. So the industrial cluster have been theimportant means to promote the industrial competition. Form macro and microlevel ,the forming of the medicine industrial cluster of Tonghua have four level, Themedicine industrial cluster is the main important factor that promotes thedevelopment of the economy in Tonghua. The present conditions problems of themedicine industrial clusters are discussed, and he policy suggestions are putforward about how to develop the industrial clusters in Tonghua.The first chapter mainly introduce the definition of industrial clusters .Thesecond chapter ,I make a research in this thesis on the mechanism ofoccurrence and evolution about industrial clusters four stages ,which aremade up of creation ,growth, maturing and alteration .
