Electric project management with a long constrction period is a rather complex and arduous task .It invoves owner design unit many constrction units and supervision unit .It faces a good many communication and correspond problems , at the same time ,there are a mass of information to be trasacted effectively in time .while ,most maiority of these management jobs is materialiazed by three basic goal ,that is quatity time and cost. At the present time, the construction of electric power project is operating under a planned economy,main charger mostly pay more attention to saving cost and shortting time ,less attention to project quanlity management.As a enterprise ,electric plant's goal is "put in production stabilization payoff"after the project completted.without project quanlity ,the goal can never realize,hence ,it is very important to strengthen electric plant constrction project 's process management ,include argumenttation design implement and examination's quanlity control and quanlity track,high quanlity can be realized by balancing cost and time ,it can longthen electric plant 's life ,reduce running cost ,can help electric plant turnaround from production mould to managerment mould,put "low running cost"stratagem to ground. The analysis of the present study is based on the project management practice of the expansion project of changchun second electric plant. The purpose of the study is to help the relevant projects to use the experience for reference. In project management, quality, time and cost are the three main elements and must be balanced, among them quality is the most important ,because it is the chief facet to a project's examination and evaluation. Great efforts are made on basic establishment,it is a project of vital and lasting importance,but problems is common occurance,quanlity's study is the focus of project's theory study and practice,it is the motivity of industry's development and advancement. DaTang group is one of the five power company, which is rich in construction experience .As the owner of changchun second plant ,DaTang group gives definitude collectivity request ,but In the process of implementation of the project, the following problems were found: 1.Improper assessing method of achievement and efficiency. The general goal of changchun second palnt project is to put into production of the machine shop according to the requirement as planed. The project team leader is assessed by it. Without the quantification and division of the partial objectives and specific tasks, there will be no system of prize and assessment. The positivity in members of the project team is affectted by their wage and futrue position. 2.Disproportion control of quality, time and cost. Since the goal of project time is relatively clear, DaTang group check the project mainly by time rather than the project quality and the control of cost. So all the works is in the premise of time, effective system of high quality and control of cost can't work. 3.Lack of legal supervision in the process of invitting public bidding. It is the pinnacle period of electric construction all over the country,when changchun second plant's project begin.All the electric equipment manufactories are busy ,buyer's market before turns to seller's market now .On one hand ,our project's cost increases with manufactories rise their price ,on the other hand ,the whole project's quanlity is affectted ,because equipment's quanlity is affectted to differ degreee due to urgency of time . By reason of lack of legal supervision in the process of invitting public bidding ,Some people collude with the bidding company for private benefits which disorders the system of bidding.4.Members of the project team needs improve their opinions and makings. Members of the project team in changchun second plant are buildup with personnel who comes from primary capital construction department and other department.their whole makings's level is low .many of them are lack of project management experience,and unwilling to study new technology.Some of them are lack of quanlity management knowledge,and unwilling to contribute their efforts to learn ,as a result the owner's fuction on quanlity management can no bring to play well. 5.Unsound project supervision system In order to get along with owner , supervision company give in or take oeders from owner in some issu such as project's quanlity and time .the supervision independence is inadequate, The fuction of supervision engineer is not satisfactory. Until now changchun second plant's project can basicly satisefy time and cost requested.there are a great deal of quanlity job to do although no important quanlity accident happened.Pointing to the problems above, effective measures are taken as follows: 1.During implementing process,the project dominant manager must be confirmed by benefit driver principle,it is benefit to the whole management. Establish a suit of method to examine achievement and efficiency before implementing, and evaluate project management from every aspect especially from economic effects, therefore not only the project leader but also the entire project members will concern with the economic effects and long term development. 2.Aim at the maximization of economic effects of the company to balance quality, time and cost. It is wrong to emphasize one aspect and neglect the other two aspect ,make sure there is no conflicts during analyzing the project's objects andtasks. 3.Manpower and their task must be emphazied in quanlity management. Manpower's problem is the most important reason in quanlity matters,indeed many quanlity problems such as technique mangement entironment can conclude manpower's problem finally.The fuction of quanlity management system is to make management standardization and science, the effect will ont emerge without constancy executing. 4.Introduce and take use of advanced management method such as p3 project management software to transfer traditional management pattern, to innovate management concept and improve engineering management.As a ideal project ,what we need is not only achiveing the engaged goal ,but also learning advanced project management knowledge and experience, improving the team members's making for future use. 5.Employ experienced engineering project group to supervise the whole process and set up rules to ensure the independence of the supervision.A satisfied project quanlity comes from construction ,more from supervision. In short, the reformation bills and suggestions advocated above are based on the specific project; it will provide references not only for this specific project but also for the projects alike.
