Highway industry is a fundamental industry of national economy. Its development affects the whole national economy. Because the national macro-management play a vital role to the highway industry development, a reasonable highway management system (HMS) is indispensable to the highway progress. As the superstructure, HMS must adapt economic foundation and reflect the objective requests for the development of social economy. HMS is the basic issue, which directly leads to the result of management jobs. From the foundation day of People's Republic of China to 1990's, Chinese HMS, which had brought great changes and significant historic achievement, was built on the conditions of the planned economy and the lack of the highway transportation. With the establishment of socialistic market economy and the change of the whole circumstances for highway industry, from 1990's, the old HMS does not adapt the new situations of highway industry any more. It is a puzzle to solve problems which meet today with the old way. It is time for all the provinces of our country to reform the old HMS according to their actual situations.Guizhou province lies in South-west of China and mostly consists of mountains, which make highway become its main transportation form. Highway is an important and fundamental element for the economy development of Guizhou province. It leads Guizhou province to the world with lifting her mysterious veil. In order to adapt the development of Guizhou highway industry, Guizhou HMS has been reformed several times with success and failure from 1979 to 1997. Every change involves such a process: the subjection of highway is sent from the local governments to the provincial communication offices, and then via from the provincial communication offices to the local governments. With unnecessary and over elaborate formalities, almost all the highway operations, individual appointment and remove are managed by the provincial communication offices; without these formalities, the provincial communication offices only take charge of the highway' s management, while the local governments are responsible for individual appointment and remove. With nodoubt, a great harvest has been achieved under those special conditions, though there are some questions need to be solved, and we still have a long way to go. With the elaborate formalities, which may result in doctrinal managements and decrease enthusiasm of the local governments to build and repair highways, the provincial communication offices will leave alone, on the contrary, without those formalities, which will weaken the highway trade management, the micro-layout is difficultly to realize. Based on the local economical benefit, the local governments develop the highway out of their interest, which brings on many invalid roads, affects the unity and integrity of the basic roads establishment and restricts the road net' s benefits. Furthermore, as people sharply increase, it' s popular and attractive to work in highway branches. Money, which is used to repair the highway, is occupied by the salary for employees, even is impropriated. Under these conditions, highway' s situation is becoming worse and worse.For a long time, the highway traffic of Guizhou always dropped behind the economic development, which makes highway traffic become the bottleneck of Guizhou' s progress. Taking the chance of the West Exploiture, Guizhou have an uncommon historic opportunity to reform and adjust the old HMS in highway industry to meet the new situations by employing her advantage of position. Guizhou HMS must walk out of the vicious circle - abandoning formalities result in chaos; adopting formalities avoid chaos.The purpose of this paper is to analyze the historic reformation of Guizhou HMS, compare the domestic and oversea highway management systems and make a summary of Guizhou HMS' s current status by employing knowledge such as highway economics, traffic engineering, system science, management science, administration, etc. Furthermore, through the carefully research on Guizhou HMS, some assumptions and suggestions about Guizhou HMS reformation are put forward in this paper to provide the foundation for the reformation of Guizhou HMS.
