The state council P.R.C, in January of 2003, has authorized and retransmitted documentation about trying out prison system reformation that subscribed by Ministry of Justice P.R.C. The documentation has established reformation notion and object of "ensure totally, separate the prison and enterprise of the prison, separate income and expenses, circulate critically", and has tried out the reformation in some provinces. The action represents that prison system reformation has step into a key point from theory research to practice. The key point of the prison system reformation is separate enterprise of prison and prison, and the purpose is that create a new form of labor organization for criminal. The reformation should not only consider economic benefit but also the work of remold criminal. The enterprises of China prison are special enterprises. Because on the one hand they have economical attribution of providing product for society and participating in producing and marketing, on the other hand they have the attribution of remolding criminal and cultivating criminal skills. As the building of socialist market economy macroeconomy management system, production management system reformation in prison has become an important and necessitous assignment. How to orientate production in prison and reform existingmanagement system becomes hotspot in prison management. However, in new condition, study in management system reformation has a large gap with practice. There are seven provinces and cities in China have taken part in the reformation trial, but the result is unsatisfied.The paper takes the yuannan general works of jinma machinery as an example, study reformation of management system in China prison through comparing and analyzing form of enterprise organization in prison in different country and different social shape. The author provides "double tracks circulation model" for general works of jinma machinery's reformation, probes into how to bring the model into effect. So that the model has not only theory value but also practice significance.
