While the concept of sustainable development being widely adopted among many developed and developing countries, including China, a key question to be solved is the evaluation of the environment and its quality changes. This evaluation forms the foundation for the nation's macro-control, environmental guidelines and policies, as well as environmental valuation that introducing the environment to the market and equip it properly. In addition, this evaluation also helps to establish the environmental awareness in the public, which together facilitates the implementation of the sustainable development strategy.Currently, the evaluation of the environment and its quality changes in this nation has just begun. It is still at a stage of learning and imitation, whose methodology is intuitionistic, emphasizing on the usage value over the non-usage value.The study in this dissertation is based on experiences and achievements of previous studies. First begins with the study of valuation for public environmental goods, including systemic analyses of the characters, summary of different value views and detailed description of its framework and representation. Following clarifying difficulties of valuation, this paper concludes major valuation methods of public environmental goods, analyses their characters and applied scope and concludes the mix-data method after efforts on improvement of the valuation. Through the mix-data method, we can valuate the change of usage value and non-usage value form environmental public goods' change. Finally this paper applies this method into East Lake water quality value improvement project in Chengdu to prove the feasibility of the mix-data method. The result of this study has proved the feasibility of this method. Although this paper has some achievements through undertaking a series of studies and analyses, there still are many relevant issues that have not been discussed and some issues that have been discussed undeeply because of limit of time, ability and study context. These issues will be discussed in further study.
