It is well known that the construction of information system has widely spread throughout China, which is no longer the privilege of the large-sized firms, but becomes commonly used in medium and small-sized enterprises. According to the "2004 Report on the Managerial Software Application in MSB" announced by ANASYS Company, the total sale of the managerial software for the medium and small-sized enterprises is 1.86 billion RMB in 2003, and the number is expected to reach 5.5 billion RMB by 2008. The report also anticipates that the market will expand by 25% per year in future five years, which implies that there are potential great demands for the construction of information system in medium and small-sized enterprises. In this paper, the construction process of information system in an enterprise, denoted by company X, who provides diary products, a typical perishable goods, is used as a case study, to show how to build an enterprise's information strategy by using the theory and the method of strategic management.The paper is organized as follows. Section 1 shows the significance of this study and the method to use in this study. Section 2 reviews company X 's construction process of the information system, which includes the background of the company, the motivation of the construction, and the construction process. Section 3 analyzes and summarizes the failure of the information construction in company X, then put forward the information strategy that is suitable for company X, by using the method of strategic management. Section 4 gives some advices to the similar enterprises onwhat need to be particular concerned during the process of building their own information strategy.This paper provides the author's specific opinion and some useful guide on the information strategy for the enterprises who belong to the consumer package goods industry through analyzing a typical case—company X. Therefore; the paper is an application study based on the theory of the strategic management; and has significant contribution to the enterprises' practice.
