DA Industrial Incorporated was a State-owned enterprise that established after changes within the system. DA Industrial Incorporated is a diversified enterprise that combines the automobile parts industry, building industries as well as automobile merchandising and services. During the company's reform and development process, the company must perfect the managerial structure and resolve a series of problems. It must change its weak business relativity; compete strongly with main competitors, and the workers backward thinking.The article examines DA Industrial Incorporated's development history, its present condition and its existent problems. It emphasizes the importance of strategic management in order to synthesize theories in industrial competition, market periods and competition strategy through the analysis of both the enterprise's internal condition and external environment. The core competitive strengths of diversified businesses combine to establish both short-term and long-term targets for the enterprise. The implementation of compound diversification and product market development techniques render a total strategic outlook. Such an approach aims to lower the combined costs of the enterprise's automotive parts, merchandising and services and construction divisions. The company employs specific goal-focused strategies in each sector concomitant with a general strategy as an overview. At the point of actualization the business enterprise strategy implements concrete methods to enable the company to achieve its goals. Methods may include the construction of an enterprise culture; the raising of the business' management level; the promotion of the business' sense of prestige or the expansion of the enterprise's core competitive function. Ultimately the philosophy employed strives to "increase performance in manufacturing, increase construction and increase automotive sales and servicing"; to bring the enterprise to a pre-eminent position within the market place; to achieve the enterprise's strategic targets. This article combines actual circumstances of state-owned enterprise reform development in Heilongjiang province; and establishes theenterprise development strategy of DA Industrial Incorporated. It is used as a reference for big and medium-sized state-owned enterprises in the province of Heilongjiang to increases market competition ability and to allow development to continue.
