County-territory economy is the important foundation and supporting power of the national economy, the development level and speed of county-territory economy directly decides the development quality of the whole national economy in a great extend. Meanwhile, county-territory economy is the flimsier pole of the urban-rural binary economic structure, its development has great connection with the fundamental interests of the hundreds of millions farmers and small towns' residents. Therefore, the development issue of county-territory economy is not only an economic issue which relates with whether the "Five Unified-planning" and overall construction of well-off society can be realized, but also a political one which links to the state regime operation and social stability. Hill-counties play crucial roles in county-territory economy and even in the whole provincial economy in Sichuan province, which is now progressing from preliminary to metaphase industrialization. So the study to the development of hill-county-territory economy bulks quite necessary and urgent.This thesis possesses both academic and practical significance. It represented the organic, academic while practical combination between finance which emphasizes particularly on macro study and regional economics which emphasizes on medium level study, and provided a certain reference to the visual field expanding and content enrichment of hill-county-territory economy study. At the same time, it enriched, perfected and developed the policy measures of hill-county-territory economy promotion, and carried out the useful exploration of hill-county-territory economy development on financial systemconstruction layer.The thesis also analyzed the characteristics and the position of hill counties, dissertated that financial polices are an important kind of driving power of economic development from both academic and demonstrative angel, and discussed the function mechanism of financial polices. On this base, the author initiated the reform orientation of financial system construction featured by promoting hill-county-territory economy.Here we can find that the county level finance's own effort is the foundation of the development of hill-county-territory and the upper level's supporting is its sticking point. Finance administrations upwards the county level should perfect the management system to county-level finance and establish the stable revenue increasing mechanism of county-level finance; implement provincial "Single-line Administration" and treasury cash balance management on state treasury funds management and adjustment; perfect the vertical financial expenditure policy; establish the inspiration and restriction mechanism on debts controlling and facilitate the healthy operation and sustainable development of county and village finance. As to the county finance selves, they should solve the problems of "offside" and "absence" through the adjustment of expenditure structure; implement the reform on centralized collecting and expenditure of state treasury and solve the problems of the decentralization of government funds management and low efficiency of financial expenditure; reform the methodology and measures of budget allocation, implement achievement-efficiency appraisal and achievement-efficiency budget, increase the utilization efficiency of financial funds; establish the repayment mechanism of government history debts and the controlling mechanism of newly increased debts. On this base, finance administrations at different levelsshould furthermore improve the adjustment and controlling methodology, optimize the present measures and play the multiplying effect of financial funds; insist the policy of "more giving, less taking", support "Three Fanning" work vigorously and deepen the reform of the rural taxes and fees.
