Research On Some Problems On The Government Function And BOT Model Or Concessionary Management In The Evolution Of Highway Construction

The thesis discusses some problems on BOT model or concessionary management in the evolution of highway construction such as highway investment system, toll road, highway financing, government function and etc. Firstly, the article systematically elaborates the properties of highway, financing theory and tolling system. Secondly, based on highway construction program in China, this paper analyses the financing effect, establishment, operation process and market benefit of a highway BOT (Build-Operate-Transfer) item and the foundation or feasibility to put BOT model into practice. Thirdly, depends on the research of a highway item's social cost-benefit, traffic externalities and charge standards, the negative influence existing in highway BOT model or concessionary management was studied. The aim of construction a highway BOT item between the government and investor is different, the government's duty is to support competition, depress social and user's cost and build up price regulation. Finally, the government function in the evolution of highway construction was researched.
