Research On Information Industry Policy On The Way Of New-type Of Industrialization

Characterized by informatization and development of information industry, the competition of integrated national strengths get more intense. The great improvement of Information technology gives birth to revolution of traditional industry, advances globalization and forms current most advanced productivity. Chinese Communist Party plays a leadership role in developing the most advanced productivity and designed the strategy of new industrialization to strength national power. The core of socialism industrialization with Chinese features is that informatization drives industrialization. This is a historical mission of Chinese government and Chinese people to develop informatization and information industry. Under this requirement, it becomes very indispensable to research the inheriting, use for reference, development and innovation of the policies of Chinese information industry.Information industry is an integrated entity, including electronic information manufacture, communication, software industry, broadcast and TV, information service and so on. It is characterized by high penetrability and dense knowledge and intelligence. Its development directly influences progression of our national economy and social informatization.Industrialization is main part of modernization and the first one of "four modernization". It was built that developing industry had top priority in our economy construction in the beginning of our country. After exploring for half century, with innumerable successes and failures, China has been in the middle class of industrialization. However, with development of information technology, our party and government have chosen the a whole method to develop our industry— new industrialization. Through boosting the information industry and technology, we are adjusting, rebuilding and upgrading our traditional industries. The informatization will drive processing of industrialization. The drive is high-tech, low-consuming and sustainable.Aiming at the reality of Chinese development of information industry, this paper firstly talks about the policies of electronic industry manufacture in the early year of our nation, and then reviews the statuses of development of electronic information industry at three separate points of time, 1978, 1990, after 1990 and analyzing the establishment of policies.At the time of choosing the way of new industrialization, Chinese Communist Party and government have realized this must not be plain sailing. However, it is pressing to promote the development of information industry and furthermoreadvance the economical development. At this point, we have our own successful experiences and advantages, including concentrating resources to help key areas and projects, breaking departmental monopolies and local blockages, building health market system, deepening government revolution, intensifying service supervision and so on .
