On The Achievement Of The Identity Of Fairness And Efficiency Under The Circumstance Of Socialist Market Economy

Such theoretic and practical issues as the relationship between fairness and efficiency and its achievement are very important ones in the construction of the socialist market economy system. This essay makes a theoretic and specific analysis of the identity of fairness and efficiency and the measures of its achievement under the circumstance of socialist market economy. The author thinks, fairness is the important prerequisite of achieving efficiency ;economical fairness is the guarantee of long-term efficiency while social fairness can promote the stable development of the economic social; and the efficiency goal is the important factor of achieving social fairness goal; fairness depends on the principle of efficiency for it the conforms to the basic standpoint of historical materialism, and is the material base of social fairness as wall, and low efficiency does harm to real fairness. The author also thinks, to achieve the identity of efficiency and fairness, attention should be paid to both the efficiency in the first distribution to keep abreast of the socialist essence and the development of the market economy and the fairness in the second distribution . The author still thinks, it should be the main problem to be solved in a long time ahead to strengthen the adjusting function of the government to income distribution, especially in adjusting the excessive income differences in order to prevent the division into two opposing extremes. And above all, the main task is to conform to the development of socialist market economy and establish a new political and economic system of both fairness and efficiency .To do so, it is necessary, on the one hand, for the public to acquire a correct outlook of fairness and efficiency . It is imperative, on the other hand ,to deepen reform ,to reposition the function of the government and to improve market system so that the government will become the main body to protect and guarantee the social fairness while an enterprise will become the main body which orients itself to efficiency.
