With the arrival of the economical globalization and the service economy, enterprise's competition gradually evolves for the management science competition. The purchase, as an important link of the modernized enterprise management and one of the cores on supply value chain, increasingly receives the enterprise and entrepreneur's attention. How Hengyang Steel Tube Group uses the advanced purchase idea to rapidly enhance its own reaction rate and satisfies the fast changeable individual demands of the customers, and strengthens the synthesis competitive ability, has become an important topic which are cared about by policy-makers and the staff together. Therefore, it has the important practical significance that we research the purchase management innovation for Hengyang Steel Tube to promote the enterprise core competitive ability.This paper elaborates the innovation process of the purchase management system from the three stratification planes including idea, pattern and process and technical method and the innovation of the safeguard system including mechanism innovation, organizational structure innovation and personnel innovates based on the analysis of purchase management innovation inside and outside environment and the prerequisite on Hengyang Steel Tube. The research concluded that, Hengyang Steel Tube has established the enterprise culture and the organizational structure benefit to the purchase management innovation, and could implement the idea of the supply chain, information management and quick response in the management innovation process; It could completely use ERP management platform to realize relatively separates of purchase and reach the best overall benefit. In addition, the purchase management innovation should strengthen the supplier's selection and management and establish the supply chain management ideology, and practically implement the total cost leading strategy. All of these could guarantee the relatively stable of the supply chain and the enhancement of the market impact. Hengyang Steel Tube should establish and consummate the management mechanism for purchaser and persist humanist, consummate the purchase management the achievements evaluation system, in order to fully arouse their enthusiasm. Simultaneously it should positively impel mechanism innovation including the drive mechanism, the restraint mechanism and the competitive system, establish the flexibly organizational structure for adapting to theinnovation culture, and adopt the powerful measures to enhance purchasers' quality. At last the market competition of Hengyang Steel Tube would be enhanced rapidly.The discussion for the innovation process of its purchase management in this paper would have model significance for the others to establish the purchase management innovation system.
