On Development Orientation Of Hi-tech Industry Zones In China With Industry Cluster Theory

High-tech Industry Zone (HTZ) is an economy territory which were approved by the State Council and is set up by local government. Its purpose is to promote and develop high and new technology and its industries. Such respects as its function and positioning, structure and developing motive force of HTZ, etc. are all closely related to industry clusters.Development of industry clusters is an important way to realize sustainable development, promote the competitiveness of hi-tech industries in HTZ. There are some mechanism and law to follow in the forming of industry clusters. To promote industry clusters of HTZ to an advanced stage must be taken by its self-organizing system of industry clusters, however the existing industry clusters of HTZ in China is a result of orientation made by local administrative government. Key elements of hi-tech industry clusters are the forming and developing foundation of industry clusters of HTZ.With the essential key elements, a self-organizing system of industry clusters can be obtained in coordination with the action of different patterns, such as movement of key elements, competition and cooperation between enterprises, innovations. Therefore, the cultivation and improvement of each key element are main means and strategies to realize orientation of industry clusters in HTZ.Based on the theory, it was presented that the analyses of development of hi-tech industry and some factors to restrict the development of industry clusters in China, and essential ideas and proposals to the orientation of industry clusters were put forward on the experience from typical scientific and technological garden. There are eight parts in this thesis in all.First part is an introduction. It introduced the purpose, status, main contents of study. And the way of study and some ideas with innovation were also presented.In second part, it analyzed the correlation of development between HTZ and its industry's cluster. The essential features of industry clusters were summarized as a study basis of next step.On the basis of forming mechanism theory of industry clusters, the third part dealtwith the basic key elements and way of their interaction , on which industry clusters in HTZ forms (include elements of government, area and position, internal forming elements of industry clusters). Then the theoretical foundation that HTZ implements orientation of industry's cluster was proposed.It was figured out in chapter 4 that the development patterns with industry clusters in some science parks such as Silicon Valley, Shinto, Ban galore, etc. and experience.The fifth part analyzed current development status of HTZ in China, and took HTZ as a primary stage of industry clusters.In chapter 6 it analyzed factors to restrict the development of industry clusters on different aspects of key elements of industry clusters.In the seventh part it was discussed that some new essential ideas and strategic suggestion to the implement of industry clusters orientation.The eighth part is a brief summary of the thesis, which reaffirmed its main views, pointed out the defect of the article and areas for further study.
