The 21st century is the marine century, development and utilization of marine resources has attracted the attention of all over the world, marine economy become an important poles of a national or regional gradually. On January 4,2011, the state council approval "Shandong peninsula blue economy development planning", what means the construction of Shandong peninsula blue economy zone has increased to national strategy. Qingdao as the leading army, carried out lots of methods to construct Shandong peninsula blue economy.Based on the study of Marine economy, industrial cluster domestic and international, discussed the direction and basis of Qingdao blue economy construction from the angle of synergetic development. Through on-the-spot investigation, literature reading and data collection to generalize the current construction of Qingdao blue economy. With SWOT method to analyze the environment situation of synergetic development by industrial cluster at Qingdao blue economy construction and explore the meanings and effects of industry clusters. Then, expatiated the relevance of industry clusters roundly, including the analysis of internal industry clusters, analysis between internal and external. Combined with the actual of industry clusters in Qingdao to seek coordinated ports between six industry clusters and blue economy, the six industry clusters conclude ports, shipbuilding, biological pharmaceutical, electronic information, petrochemical and automobile industry cluster. Then, paper constructed the framework of synergetic development by industry clusters, which provide new ideas to construction of Qingdao blue economy. Building industry clusters index system of synergetic development by using questionnaire, scoring and literature reading method, evaluating collaborative degree of industry clusters in Qingdao blue economy construction by using matter-element model method. At last, paper put forward corresponding measures to development bottlenecks in Qingdao blue economy construction.
