The construction of infrastructure has complicated relationship with economic growth. On the one hand, infrastructure is a basic factor among all the factors during the process of city development. The construction of infrastructure is directly related to the level of economic growth. On the other hand, the development of economics also araise more need for the construction of infrastructure.A lot of methods in such fields as economics, maths(mainly including statistics and computational methods), system theory, fundamental construction and management study are used in the thesis. After comparing and analyzing many related research report and thesis, collecting and dealing with historic data, investigating and analyzing the present situation, the writer qualitatively analyzes the common relationship between infrastructure and economic growth(emphasizing the effect that infrastructure have on economic growth), which is made basic of quantitative analysis.Then, the writer establishes a index system and promote the now-existing evaluation model of infrastructure, and using the new model and economic growth, coordination index, coordination and development index, system coordination trend index, and get a series of index of infrastructure and economic growth in Shanghai.At last, according to the result of the model, the writer drew a conclusion that the infrastructure and economic growth in Shanghai coordinates gradually, but the infrastructure construction now still falls behind economic growth. The writer also makes suggestion of how to improve the project management level and investment policy.
