The high demission rate in IT industry is considered to be an external topic for human resources management. In case of Dalian city, because of its superiority in field of software outsourcing, attracts more joints ventures to establish branches here, which caused the imbalance of talents supply and demand. Additionally, resulted from the economic development, serious competition, inefficient enterprise internal management and personal factors, the brain drain problem turn out to be more outstanding.China domestic small and medium enterprises, irreplaceable by the giant enterprises, make great contribution to China’s economic and social development,. Simultaneously they received continuous support and sponsorship from Chinese central government. These show the importance of the small and medium enterprises as part of Chinese economic component. However, in such a reforming and developing stage, unlike the sufficiency of human resources in giant enterprises, the brain drain become one of the biggest obstacle to their development.In this paper, on basis of human resources management and other related theories, focusing on the difference of internal culture among different companies and the inefficiency of human resources regulations, the author analyzes the reasons for brain drain in small and medium enterprises like Metatechno, and presents relevant solutions for Metatechno, with the intention to offer a effective methodology for the similar companies to control their brain drain and make the enterprises’ healthy development and sustained competition.
