After 20 years' high-speeding development in economy ,our people living standard has reached a well-to-do level as a whole and is advancing to an overall well-to-do society .The level of economic developing ,the economic strength ,the power of economic competition and the economic status in the world have been promoted greatly .The leading industries in different areas played an important role in this economic developing that the foundation or building an overall well-to-do society is an overall flourish regional economy .And the flourish of the regional economic growth lies on the rightness of selecting a dominant industry and its developing level .The country-based economy is the important base for China's national economy ,is the basic carrier of building an overall well-to-do society .In the developing of national economy ,it's especially important to select a right county -based industry.This article do the research based on the reachable research an achievements domestic and aboard,and the realistic instances ,using Industry Economics ,Regi onal Economics ,Developing Economics ,and the theory of Market Economics for reference ,choosing how to select a right county-based industry as the subject ,citing XiXian in HeNan province as the example .First the article reviews the course and the theoretical research achievements about the county-based industries'developing ,and deeply analyzed the reason of the current county-based economy in our country ,pointing out that the significance in selecting a leading industry accurately is important. Next , this article reviews the related theories of dominant industries ,whose main point is ROSTAL's dominant department theory.The main part of this article contains the analyses ,popular both domestic and abroad of the standard of choosing the dominant industries .pointing out that the so-standard should not always be the principle of the county -basedeconomy .There're a series of realistic reasons which influence the selecting of leading industries .In succession ,the article build a system of standards in collecting the dominant county-based industries from the basic features of the leading industries ,the specialization standard of the leading industries ,and the background requirement of the county-based economy .Further more ,the article provides the general methods in selecting the county-based dominant industries.In the end of this article theories are used in the demonstration research of XiXian ,HeNan Province.The problems existing in XlXian's economic developing and the reason why XiXian was getting behind in economic developing are analyzed from the point of view of the cultural economic circumstances .The reachable datum are used in the method of analyzing .Chemical industry and agricultural produces are chosen an XiXian's leading industries .And suggestion in policy are provided.
