Research On Problems Of County Economic Development Under Leading Industry

Amid Chinese economic and social development, county economy has entered in the fast development period. For the studies of county economic development problems have increasingly been paid more attention to by political and government circles, academic circles and theoretical circles. As an essential component of the national economy, county economy plays a vital role in the economic and social development, will have a significant influences on the economy, the society development and a stable regime of the entire country. The 16th national congress of Communist Party of China has put forward in achieving a well-off society of the goal in 2020.we will have striven to solve the "three rural" issue, the reality requires us to proceed from reality in all things, emancipate the mind, seek truth from facts and plans to study the county economic development, implement and promote the county economy breakthrough.In the recent years, many studies had shown that the regional development of our country exists in a unbalanced trend. It is mainly manifested the great gap between the better development of the county economy in counties (cities) and less-developed counties (cities) under the influence of subjective and objective conditions. Irrationality of county regional structure, comparative advantages and distinctive industries of the county are faced with the phenomenon of the recession , the weakening and poor economic performance. such as the system and the mechanism etc, the innovation of institutional factors have lagged behind the economic and social development, meanwhile, have restricted the local regional development potentials and synthesized competitiveness. Therefore, it is necessary to highlight the county economic coordinated development.In the thesis, first of all, it analyses the new era China economic-social development situation, puts forward county economic development related to the development of the entire national economy and future economic trends. We should accomplish county economy as the premise of the healthy and stable development of the entire national economy. Through analysis of the relevant theories of county economic development, the thesis explains the different development theories are of significant for the theoretical guidance of country economic development. On this basis, this thesis mainly discusses the topic of the leading industry, to dwell on county economic coordinated development under the leading industry, including the status and drive effect of the role played by the leading industry in county economic development, on the choice and breeding of the leading industry, county industrial pattern, the construction of the industrial cluster, the key areas of county economic development under the leading industry as well as the role of the elite in county economic coordinated development. In order to compare and evaluate the level of county economic development, the thesis studied county economic development of comprehensive evaluation index system, its aim is that we provide the scientific quantification basis to the correlation studies. Finally, base on the study for WaFangDian, Liaoning Province, according to the current situation and problems, the thesis provides a systematic analysis and study of relevant problems of the county economic coordinated development under the leading industry, and proposes the countermeatures. its aim at giving some reference and inspiration for regional economic development of similar areas.This thesis focuses on exploring the use of the knowledges of regional economics, industrial economics, Recycle economics, sustainable development theory etc, on systematic study the framework of the basic theories of the county economy basis, the county economic development must adhere to coordinate in urban and rural areas as the main line, rely on one or several leading industries, develop product processing enterprises to gather, form a rational layout of the industry groups, drive the development of relevant industries which can derived from the new industrial clusters, such a rolls development ,and enhance the basic point of view of the county economy strength, competitiveness and innovation capability. The thesis stressed the county economic development should be based on the implementation of strategy for special advantage industries, strategy for industry cluster", strategy for recycling economy of sustainable development, on this basis, implementing industrialization, agricultural modernization (agricultural industrialization), the coordinated development of urbanization of the county economic coordinated development under the leading industry. Through the empirical study and analysis of the county economic development on WaFangDian, LiaoNing province, everyone has a better understanding of the above-mentioned strategies, which is of realistic guidance and reference for less developed areas of the county economic development.
