Since 21st centuries the world pharmaceutical industry have highly advanced, theinvestment of R&D of global pharmaceutical market have also enlarged. In 1990,thecost of R&D of the world pharmaceutical company is 8.4$ billion ,it has increasedthree times more to 26.4$ billion in 2000.Every new drug spends about 12 years andcosts from 0.35$ billion to 0.85$ billion. The possession of new drugs is the key toenterprise's winning competition in the same pharmaceutical industry with highinvestment ,high income, high risk. In order to reduce R&D cost and shorten the timeof coming into market, some companies seek outer resources. A CRO(ContractResearch Organization) becomes the best choice for pharmaceutical R&D . With China's entry into the WTO, the medicine market is growing moreinternationalized. We must emphasize new drug's independent intellectual property inorder to exist and develop in enterprise competition, and make the process of R&Dmeet international standard. The development and research of new drugs is graduallytransitting from the institute of scientific research to the pharmaceutical company.It is the new problem facing pharmaceutical industry, which is how we controlreasonable and steadily the number of the staff and management cost with-inminimum to be in line with medicine administration demand. CRO(Contract ResearchOrganization) is the organization that provides special service for pharmaceuticalcompany and institute in the contract way. She is becoming the strategic partner ofpharmaceutical industry.The thesis demonstrates pharmaceutical R&D CRO mode by analysising the Apharmaceutical company ,presents R&D strategic target and explores how to conductCRO strategic Management target in R&D,hoping that it is beneficial to ourpharmaceutical industry.
