As a kind of Knowledge Process Outsourcing(KPO),pharmaceuitical research outsourcing brings potential riks together with benefits,such as cost reduction,efficiency improvement,new technology,felexibility on resource and finance allocation,etc.These benefits would be jeopardized if the risks could not be controlled effectively.Based on the practice of procurement risk management for research outsourcing of a HBV new drug R&D project in a multi-national pharmaceutical company,we descriped the detailed procedure and method of procurement risk management used in this project.Six risk categories are identified: Supply,Quality,Contract,“Innovation,Technology and IP”,“Safty,Health,Enveniroment and Social Responsibility”,and Finance.The 6x6 risk map is used for risk evaluation to identify the material riks for further treatment.Two risk responses are worked out: one is a systematic and holistic supplier qualification and management procedure where suppliers are treated differently based on their importance.This response is used to effectively control the risks of “Safty,Health,Enveniroment and Social Responsibility”,Contract,Quality and Supply;the other response is to implement standard contract template and contract approval procedure to manage the riks of IP and contract.And the contract approval procedure is optimized to set up different approve flow for different contract types.And then the online approve flows are developed.This response is used to solve the conflict of tight timeline of research projects and the scrutiny of contract review and approval procedure.
