The meaning of Outsourcing is that in the human resource management will only make energy focus the basic and important core work, the normally and complex daily supply-chain work will be through other expertise service organization completed. The way can be finished by invited public bidding mode and charge payment. For the wide meaning, each purchase and payment which make every internal human resource activity to propagate representation such as outer enterprise person or origination, we also say outsourcing. Overview the consequence it has been extended to every field in enterprise of human resource management. It is include, strategy research for human resource, regulation design and innovation the merge of human resource investigation for the staff satisfactions the management for salaary and profit, behavior management, staff training and human development, relationship management, deal with the conflict of labor. That is the choice for decreasing the risk for in westing and making easier for the human resource management.Based on the previous researches about operation outsourcing and HR outsourcing, we explored the mufti-hierarchical relationship between degree of HR outsourcing and business performances, and analyzed the motivations and organizational characteristics affecting the degree of HR outsourcing, and compared the perceived benefits between diffract outsourcing patterns. This study tested the conceptions and hypotheses. The main conclusions are: The level of HR outsourcing drops down while the level of HR increases. The sizes of firms affected the level of HR outsourcing, but the probability of small and medium The correlation between HR outsourcing and perceived performance is high; the correlation between HR outsourcing and departmental performance, context performance is medium; and there was no correlation between HR outsourcing and firm performance and task performance. The relationship of outsourcing-benefit was strengthened under mufti-suppliers; the relationship between outsourcing and departmental performance was strengthened under market partners, ones in using HR outsourcing were higher. Those that cost press, characteristics and strategic of HR affect the level of outsourcing. The more cost press is more level of HR outsourcing . Characteristics of HR are small and the last one is high too. There was correlation between HR outsourcing motivations and level of HR outsourcing, especially cost-saving motivation, time-saving motivation and passive choice correlated to routine HR outsourcing; cost-saving motivation , time saving motivation and specialized service or related to functional HR outsourcing; specialized service correlated to strategic HR outsourcing.
