Every country and every area have to possess a lot of high-level talents if theywant to gain continuous and steady development of economics and society under thebackground of the more and more fierce competition for talents. The city of Tianjinhas established the strategic goal to realize the spanned development since the middleof 1990s. Talent is an important foundation to realize the goal. However, the talents inTianjin, especially the returned personnel who have studied abroad, are less good thanother cities such as Beijing, Shanghai ,Guangzhou and Shenzhen ,which will hinderthe development of economy and society of Tianjin. For a long time, I have engagedin the work related to the people who have studied abroad, and I feel deeply that thereturned personnel are very important for the economic and social development ofTianjin. So, in this paper, I intend to study the policies on the returned personnel inTianjin and to seek for the approaches to improve them. This paper contains five parts.Part One is the introduction;in the second part, I will discuss the academic bases ofpolicy-making;in Part Three, I analyze the actuality of the returned personnel inTianjin;I will analyze the causes why the people come home and the problems theyconfront in Part Four;and in Part Five, I will discuss the approaches how to improvethe policies on the use of the returned personnel.
