Since a long time, development is a focus point along by people. Especially inrecent years, continuous development of district economics becomes the hot topic ofdiscussion. But human capital has very closed relationship with economicsdevelopment and is a leading effect to development of district economics.From the concept of district, manpower and capital, this article briefly reviewsthe research results of district human capital, introduces the actuality of researchinside China, summarizes the recent position of economic development and humanresources management in Tianjin, analyze the causes of scarcity. It also introducesthe characteristic of human resources development in developed countries, such asAmerica, Germany, Singapore, etc. and Guangzhou, China, then analyzes others'experience to inspire Tianjin.Through the analysis of interrelationship between human capital and continuousdevelopment, human capital accumulation is the basic energy and importantcommitment to realize district continuous development. By listing the models ofdistrict economic improvement, it makes a simple analysis on the ability of humancapital to support district continuous development.Using Tianjin district economic data as a sample, it setups related economicmodels to analyze the relationship between human resources and district economicdevelopment. Based on the analysis of human resources quantity, industry humanresources, human resources quality with district economic development, it givesseveral policy advices of human resources development and management to improveand keep continuous economic development in Tianjin. Total 6 areas are advised tospeed up human resources and district economics development, including creatinghuman resources management operating process, implementing main strategy ofenterprise human resources, pushing human resources globalization, realizing humanresources optimized configuration, structuring 4in1 human resources market systemand building global human resources information port, etc.
