The Shijingshan district is located in jingxi, has long been a heavy industrial base. However, with the Beijing Municipal Government set the plan for each district and the Olympic Games. Shougang Group gradually withdraws Shijingshan, the Shijingshan district was in the critical period of transformation of economic development. For this, the district government, according to the Beijing city of the future strategic target and the style of the Shijingshan region, decided to develop the third industry and to vigorously develop the cultural creativity, high technology, modern financial, business services, tourism and leisure five big industries. With the gradual development of the five major industries, the Shijingshan district economy has improved markedly. Tertiary industry accounted for GDP gradually improves. The exploitation of Human Resources, however, has not kept up with the rapid development of economy. Talents have become one of the main factors hindering the development of the regional economy.Therefore, this article first analyzes the Shijingshan district human resources development present situation and results. And the paper evaluates the Shijingshan district and the other urban area of Beijing through the way of building index, pointed out the inadequacies of the Shijingshan District. In order to effectively predict the human resource demand of the Shijingshan district, this paper uses grey forecasting method to predict the future demand of the human resource of the Shijingshan district. And through the qualitative method to predict the future talent type needed for the Shijingshan district. After that, the paper summarizes the problems of Shijingshan district human resource development through the way of questionnaire and symposium. On this basis, the paper analyses the Suzhou, Hangzhou advantages in human resources development, in order to extract its availability section apply to the Shijingshan district human resource development. Finally, this paper puts forward the countermeasures of the Shijingshan district human resource development. The government should improve on four aspects such as ideas, policies, service and environment. And enterprises should also be changing the concept of talent, actively expand recruitment channels continuously satisfy their demand for talent. Hope that through the efforts of government and enterprises can effectively solve the Shijingshan district human resource shortage problem.
