Petrol and diesel oil sale vocation is an important part of oil industry, it is animportant segment of making petroleum product be realized and reflecting its socialvalue, so petrol and diesel oil sale management system is changing more and moreimportant. However, with the foundation of modern socialist market economy system inour country and entering WTO, with China petroleum coming into the marketsuccessfully in the world and quickening internal reorganization of oil industry,organization framework management system and running mechanism of petrol anddiesel oil sale vocation, which is under long-term planned economy system, is facedwith the challenge. In the new market environment reforming petrol and diesel oil salevocation system, optimizing sale management frame, fixing management developmentstratagem, strengthening analysis and forecast to market ,enhancing customerrelationship management are urgent problems which are going to be settled in petrol anddiesel oil sale vocation.First, this article fully analyses stratagem background of china oil industry, the newcompetition pattern that the internal and overseas oil stratagem recombination forms,present situation and trend of china petroleum supply and demand, the challenge whichoil industry is faced with after entering WTO and market competition environmentwhich is increasingly drastic after oil industry separation, schism, recombination.Second, it deeply analyses internal organization management in the Huabei petrol anddiesel oil sale company, it points out the problems and brings forward methods ofsettling the problem. Third, it synthetically utilizes three methods----grey predictionmethod, Delphi method, season exponent method, for combinedly predicting the annualpetrol and diesel oil demand amount. Finally, it employs linear programming tooptimize the design with sending system in the Huabei petrol and diesel oil salecompany. It synthetically utilizes ABC taxonomy, and sets up a new pattern ofclassified customer management. it comprehensively analyses and evaluates the clientmanagement.
