In recent years, the traffic mileage of national expressway runs up, which playsan important role in spurring on the national economic growth. But owing to a largenumber of overload or ultra-limit vehicles, normal operation and maintenance of theexpressways have been turned into arduous work, which means that the expresswaysour country has spent a lot of manpower and material resources in constructing will beconfronted with heavy repair within a very short period of time. Therefore, the TrafficDepartment of Shandong Province makes a policy decision on constructing aWeigh-In-Motion systematic engineering to crack down and confine the overload orultra-limit vehicles.In order to record the implementation of expressway Weigh-In-Motion systemengineering in Shandong Province, summarize its success and failure experience,standardize and unify its qualitative evaluation criterion and means, correctly appraisethe engineering quality, and fill in the gaps in its quality control and qualityacceptance check criteria, the author comprehensively keeps abreast of the design ofthe Weigh-In-Motion system, the complete process of the equipment's manufacture,transportation, installment, open, test, and pilot run, the personnel training and thequality control during the defect liability period, and thus completely and deeplystudies the above process, the engineering's hand-over check, complete test, and theacceptance check qualitative evaluation basis.On the foundation of the above research, this paper mainly expounds and studiesthe implementing process of the expressway Weigh-In-Motion systematic engineeringand the engineering quality control measures. The paper also analyses the problemsexposed in the engineering and proposes some solving methods. Based on thepractical value, the paper tries to demonstrate the expressway Weigh-In-Motionsystematic engineering thoroughly.The Weigh-In-Motion system is still a newly developed thing worldwide, but thedomestic relevant research has already reached an international leading position.Since it is a new technology and a new product, there are still wide gaps in relevanttechnical specification and acceptance check criterion. The study of theWeigh-In-Motion system will offer a necessary basis to the smooth implementationand acceptance check of the engineering and thus present an important basis of thequality control. The engineering will fill in gaps in Shandong province and exert anextremely important influence in the development of the relevant product in thecountry and even in the world.The Weigh-In-Motion system will be installed in the existing3000-odd-kilometer-expressway in Shandong province. Considering that the trafficmileage of national expressways has already exceeded 35000 kilometers, the scale ofthe engineering construction will be very enormous, and with the further developmentof the expressway construction in our country, it will be widely applied with brightprospects. The research in this paper will provide valuable experience for other citiesand provinces, offer the practical basis of the controllability and assurance of thequality control management, help to notably improve the engineering quality andbring tremendous economic and social benefit to the society.
