In recent years,our country’s economy has achieved rapid development and the overall social development level has been improved.According to the current situation,my country has made outstanding achievements in road transportation.The "Internet +" environment has driven the formation of a large logistics pattern in my country,and the road transportation industry has developed rapidly.In order to obtain maximum profits,many freight companies and truck drivers have frequently violated the law and exceeded the limit.In order to ensure personal safety on the highway,To ensure the standardization of expressway transportation,it is urgent to effectively implement over-limit control.Based on this,this thesis studies and analyzes the problems and countermeasures of expressway over-limit control in Hubei Province.After reviewing the relevant concepts,theoretical basis and domestic and foreign research literature,this paper researches and analyzes the current situation of over-gauge transportation of expressways in Hubei Province,including in-depth analysis of its traffic status and governance status,and then discusses the hazards of over-limit control.,and further use the questionnaire survey method and interview method to conduct interviews with law enforcement officers,transporters and social drivers,summarize the symptoms and existing problems of over-limit transportation on expressways in Hubei Province at present,and combine the experience of the "Huang Huang scheme" to put forward Optimizing the countermeasures for the overrun transportation of expressways in Hubei Province.The relevant research conclusions are as follows: highway over-limit transportation damages road traffic facilities,disrupts the order of the logistics and transportation market,increases the probability of highway traffic accidents and casualties,and affects the level of clean government and law enforcement.limited governance.According to the interview survey,the main opinions of the interviewees on over-limit transportation are as follows: "Illegal prohibition of entry" has loopholes,"large-scale approval" is formalized,"in-process supervision" lacks means,and "post-event punishment" is difficult;according to the questionnaire The investigation shows that from the perspective of law enforcement officers,the governance of over-limit transportation has symptoms including difficulty in coordination,low level of informatization,lack of supervision,imperfect mechanism,and low quality and efficiency of over-limit approval services;from the perspective of the transport side,the symptoms are mainly There are symptoms such as poor publicity channels for over-limit control,inadequate publicity,and lack of standardization in supervision;from the perspective of drivers and passengers,it is mainly due to insufficient administrative efforts according to law,and related publicity needs to be summarized.The main problem is the difficulty of over-limit governance and law enforcement,mainly due to the defects of law enforcement mechanism,insufficient support of digital information information system,unsound legal system,defects in details of over-limit law enforcement and insufficient ideological construction.Suggestions such as linking the long-term mechanism for overrun governance,strengthening the construction of data informatization support systems,strengthening the construction of legal and normative systems,improving law enforcement details,and paying attention to publicity and education.
