Exceed-limit and overload transportation of freight vehicle is a problem which has been generally met in each country's economic and social evolution, and it is an inevitable result that an economic society lives in developing stage. At present, our country faces this problem too. Studying and probing into this problem has certain realistic meaning.The exceed-limit and overload transportation's reasons are systemically analyzed in this thesis from many aspects, such as economic background, social background, transportation cost, economic benefits driven and so on. The Game model is set up between transporters and administrative department of the road. Actual factors are considered synthetically in the Game model, such as probability of exceed-limit and overload transportation, probability of checking exceed-limit and overload transportation, probability of discovering and seizing, amount of the fine, just probability that enforces the law, unit operation costs, the cost checking, the type of the vehicle, social interests losses. The thesis uses linear and exponential function as the utility function of the transporters. On this basis, the thesis compares that three stages (checking, seizing, fining) influence on the expectancy utility of transporters by combining the certain risk partiality type of transporters. On the foundation of the data which is from the measuring stations in one province's highway, a demonstration is given to analyze by using the Game model and method studied in this thesis. Nash equilibrium is drawn between the transporters and the road administrative departments through analyzing, and three stages influencing on the expectancy utility of transporters is compared. From this demonstration, the thesis draws some conclusions.
