In recent years, the chain-management has become the most successful new marketing method in our country business realm. Compared with the traditional business enterprise, competitive advantage and huge developmental potential in chain-management consist in its building up a distribution center to perform the function of stocking unitively and distributing concentratively.As the current of global economic incorporation and we join WTO, the foreign chain-management groups accelerate their steps of entering China market, and the chain-management business enterprises face a more and more rigorous challenge and test. If wishing to continue keeping competitive advantage during the vehement market-competitioin, the enterprises must decrease the total logistics cost with keeping the level of primary customer service or even more better. Stocking and distribution are the kernel sub-system in the whole logistics system of chain-management enterprises, whose cost could run counter to each other. Therefore, if the enterprise could find a balance point to make the decision of IRP (Inventory and Routing Problem) by considering the cost of inventory and distribution together, it will be more significant for decreasing the total logistics cost.In this paper, it's approved that it's necessary to study the integrative optimization about Inventory&Routing Problem by introducing the conception and pattern of chain-management and the function of inventory and distribution during chain-management. Based on this, it's analyzed the possibility of using the thought of VMI to the logistics system in chain-management corporation.This paper mainly with various merchandises, single supplier many chain-stores for research object, make use of a strategy of multistage linear programming to built up a model of IRP in chain-management enterprise under the thought of VMI, and use the software of Lingo to solve. Compared with relative research before, it is significant to the practice that put the two sub-systems together to think over under the object of minimizing the total cost indeed.
