Modern Manufacturing Technical Standard Strategy And Authentic Analysis Of WuHan

In the late 1990s, especially after entering the 21st century, the economic globalization and the emergence of intellectual economy swarm. The importance of standards is becoming more protruding and apparent. The ones who dominate the issuing of standards, to some extent, have the advantage of competition of technology and economy. The developed countries are stepping up in drafting strategy of standard in order to safeguard economic benefits and develop international trade. After joining WTO, the markets of China need to be opened all-sidedly gradually according to the basic rule of WTO. The competitiveness of technical standard now is far unable to meet the needs of domestic and international trade, which is bound to affect some industries of our country negatively. The modern manufacturing is a pillar industry of national economy, so combining theory with practice is realistic to carry on systematic research of modern manufacturing technical standard strategy.The paper begins with the progress mechanism of the technology strategy evolving to the technical standard strategy, then analyzes environment of the technical standard strategy to offer the basis of formulating the modern manufacturing technical standards strategy. Firstly, it proceeds basic theories and proposes transformation mechanism of technical standard, gradual progress mechanism and environment about the technical standard strategy on the basis of defining technology, technical standard and technical standard strategy. Based on attributes of modern manufacturing, it analyzes relations between the technical standard and modern manufacturing, the background of the modern manufacturing technical standard competence, and the technology standardization state of modern manufacturing of our country. Then, it draws lessons from foreign countries and regions, distinguishes concretely four stages of technical standard development of our country, and expounds the implementing of our technical standard strategy. Lastly, it puts forward modern manufacturing technical standard strategy of WuHan by combining the modern manufacturing development level of WuHan with its technical standard situation.
