A Study On The Development Of Science And Technology From The Perspective Of The Concepts Of Scientific Development

The overall, harmonic and sustained development known as the concepts of scientific development was put forward in 3^rd Plenary Session of the 16th Central Committee of Chinese Communist Party in October, 2003. The concepts of scientific development is the basic general plan that our party runs a country of new period, and the criteria of the economic, political and cultural construction. The concepts of scientific development also puts forward new requirements for the economic and social development of our country. Science and technology is the important motive force of the human social development, and a main sign and a concentrated reflection of the advanced productivity. Naturally, the concepts of scientific development requires the brand-new scientific technology system in conformity with it. So, a study on the development of contemporary China's science and technology in terms of the concepts of scientific development, not merely makes directive significance in guaranteeing the normal running of science and technology along the correct orbit, realizing its own scientific development;but also has good meanings in deepening the intension of the concepts of scientific development and expanding the extension of it ,reaching the all-round , coordinated and sustained development of economy and society.The thesis at first explains the new theory briefly , and points out that the concepts of scientific development is an inalienable organic whole , overall and coordinated development being the prerequisite , sustainable development being the purpose . Its essence and core are People First, its basic requirement is to make overall plans, and its basic goal is to realize people's development in an all-round way. Then the thesis analyzes the origin of the theory, pointing out that the theory is based on other country's experience of construction and development, the positive and negative experience of our country, and the rational introspection of the national conditions of our country.Then, the scientific and technical background on which the concepts of scientific development is put forward has been analyzed. The concepts of scientificdevelopment is the result of the fact that the science and technology of our country develops into certain stage, and at the same time there are a lot of parts which are not in conformity with the concepts of scientific development.Finally, the third part proposes new demand to the scientific and technical development that the concepts of scientific development puts forward, the concepts of scientific development requires its own scientific development of science and technology, namely it regards scientific and technological ecology as the goal, natural science and social science are developed in an all-round way, basic research, application research and development research are studied and unified in coordination, and imitate innovation and autonomous innovation are developed at the same time.The main innovation of the thesis lies in : First, the innovation of the visual angle .It studies science and technology from this brand-new visual angle of the concepts of scientific development ,deepening the intension of the concepts of scientific development and pointing out the direction of science and technology development in the future;Second, the innovation of the theory, first, it proposes tentatively the theory of " scientific development of science and technology on its own";second , it proposes the view of the ecology of social science and technology, and carries on authentication to this view.
