More than 20 years of reform and opening up, in our "three-step" approachand the people of all nationalities throughout the country, under the guidance ofthe efforts of our people's living standards have generally reached a comfortablelevel. This is a new milestone in the development history of the Chinese nation.However, from China's national condition of view, has now reached the level orlow-level, non-comprehensive, development is very uneven level.The 16th Party Congress pointed out that we should in the first 20 years ofthis century, and concentrate on building a comprehensive benefit a population of1 billion and more higher level of a moderately prosperous society, so that moreeconomic development, democracy more sound, science and education moreprogressive, culture more prosperous, society more harmonious, people's life moresubstantial. The third party sixteenth proposed the "people-oriented, acomprehensive, coordinated and sustainable Show outlook." Scientificdevelopment concept of basic content summarized as "to people-oriented, acomprehensive, coordinated and sustainable development concept, and promote acomprehensive economic and social and human development", the core concept isto promote economic, social and eastern areas, coordination between the balanceddevelopment of urban and rural. Since Deng Xiaoping in 2000 "two overall"balanced development of thought, the formal implementation of the westerndevelopment strategy has achieved some success, to promote the economic andsocial development of the western region. However, in contrast with the easternregion, the development gap between east and west is increasing, not able tocoordinate economic and social development, social issues are more prominent inthe western region.This article is from the western region with social development gaps, firstdefine the geographical scope of the western region, and through the course ofwestern development simple recall sure that the achievements that these problems.In the new era, the CPC Central Committee put forward a new proposition socialharmony, economic and social development in the western region has brought newchallenges. Therefore, we should focus on the new perspectives to the analysis ofthe present state of social development in the western region, and ensure thecoordination of economic and social development of the western region, aharmonious society.Social indicators to measure social development is a comprehensive process,the formulation of the objectives of social development and planning dataindicators to the situation described social phenomena and interpretation of socialplanning, social policy and its effectiveness and impact evaluation of socialdevelopment goals and planning for monitoring and forecasting, on the need toaddress the social issues raised indicative comments and suggestions.Therefore, the use of social indicators that this tool through various means, acomprehensive collection of 1996-2003 in the western provinces 12 basic socialstatus, living standards and public services data, and the building of a levelindicators, two secondary indicators, comprising five three indicators of socialindicators system in the western region, using vertical and horizontal comparisonand analysis of methods and comparison with the national average level analysis toevaluate the implementation of the Development of West China policy effect, theanalysis of the social problems exist in the western region, and national levels andfrom the western region level by addressing these social issues and policy responses.Thereby promoting the overall well-off society in the western region and thewestern region in the process of building a harmonious society.
