The Research Of Chief Financial Officer's System Of State-owned Enterprise

Due to the lack of the representative of the state-owned property and imperfect corporategovernance system, owners can not very well supervise financial condition of the state-ownedenterprises and executive behavior can't be effectively controlled, so state-owned propertyruns off seriously. Under this background, it is very important to study how to strengthenfinance supervision to the state-owned enterprise. We research monitoring mechanism forinvestors in foreign countries, and the characteristics of Chinese enterprises and experimentalpractice, then put forward to the mode of Chinese CFO System including basic contents,responsibility and rights, employment, management and checking, implementing ground,practical meaning and so on. We analyze the difficulties in practice and correspondingsolutions. Take a residential center of government organization as an example, we study theproblem in finance supervision as they sent CFO to three enterprises, and expand it to otherstate-owned enterprises. It was the special measure that we adopt for special purpose at thespecial period. So the problem of the lack of owners in state-owned enterprisescan be resolved, which have theoretical and realistic meaning.
