The capital theory is one of the most important economic theories in the 20th centuries and is also an investigative heating in the field of the current economic theories studying. Its emergence develops toward western economics, especially has the important meaning to the development of economics increasing theories, economics development theories, family economics theories etc.This text through a flood of chart and to data to analyze the Chinese human capital training condition since reformation opens, and settled to analyze the special features of the mechanism in the human capital training in the United States, Japan and Germany. This text through the comparison of first step empress with the human capital of these four countries put forward the main path to shrinking the national human capital level margin contract our country and prospers countries. This text makes a positive analysis on the human capital in Hebei to the economic sustainable development, gives a conclusion about that human capital in Hebei is short of the sustaining ability to economic sustainable development. With the application of SAS economy statistics software, passing the Principal Component Analysis, Cluster Analysis, and the Analytic Hierarchy Process method etc, This text makes the contrast studies of human capital level in the national and in Hebei. Then comparing with the level of regional economic sustainable development in Hebei and find out the problem of human capital training in Hebei.That reflects the economic development grows with human capital training of Hebei. At last gives countermeasure and advice of human capital training in Hebei.
