After the introduction of sustainable development, different countries and areas began to research sustainable development and achieved many results. Human capital as a factor of sustainable development, the content, purpose, means of implementation, the start and end of research, gets more and more attention and successfully resolves a number of confusion and problems that classical economics can not explain. However, theoretical and empirical studies mostly focus on the researches between human capital and economic development; there are few researches about the relationship between human capital and regional sustainable development. Based on the needs of sustainable development and "great potential" of human capital theory, this paper will combine the actual development level of Shandong Province to make a preliminary study on the intrinsic link mechanisms between human capital and sustainable development, dig the ways that human capital impacts sustainable development and the further human capital demand in the context of sustainable development. These are also the research aims of this paper.In this paper, a combination method of theory and empirical was used. On the basis of the basic theories of sustainable development and human capital, this paper selects Shandong Province as study project to construct the corresponding target system and make an empirical analysis on the intrinsic associated mechanisms between sustainable development and human capital. By correlation analysis, we can see there are correlations between the sub-systems' relevant targets of sustainable development and human capital, which affects the overall level of sustainable development. On that basis, this paper uses cluster analysis to classify the development of 17 Prefecture-level cities of Shandong Province to four types. By analyzing the human capital stock and the demand in Shandong Province in 2007 at the context of sustainable development, we find that human capital stock of scale is not suitable and there is a gap between supply and demand of human capital which is not conducive to achieving sustainable development. The above analyses enrich and expand the content of sustainable development and human capital. Human capital achieves the purpose of promoting sustainable development by impacting the various targets of sustainable development. There is strong consistency between human capital and sustainable development. In the regions of higher levels of sustainable development, the stock of human capital is relatively larger, and there are large regional differences. In the context of sustainable development, human capital accumulation must be increased to make up for the gap between supply and demand and meet the development needs, so as to human capital gives full play of the role in promoting regional sustainable development, and this also make theoretical and empirical reference for the construction of sustainable development experimental zone, even the sustainable development experimental area.
