Study On The Human Capital During The Course Of County Economic Development Of Guangdong Province

This paper elaborates on the features of human capital in county area and its influence on the economic development in county area from the aspects of economics and management science. To go deep into the study, the paper chooses the human capital in the county area of Guangdong Province as the object investigated. Guangdong is a province strong in overall economic development yet weak in local county economy, while lagging behind in overall level of human capital is a key element to curb the economic development in the county area of Guangdong Province; therefore, it is a key issue to be discussed in the paper how to enhance the competitiveness of the human capital in the county area of Guangdong Province to promote the development of economy in the county area.New growth theory is applied in the paper to analyze the influence of human capital as a core element of production on the growth of economy in county area; a deep-going analysis has been made on the structure of human capital in the county area of Guangdong Province from a microscopic view; measures and countermeasures to stimulate the development of human capital has been discussed here; influence of human capital flow mechanism on the progress of urbanization of county area has been revealed here; and the relationship between the enhancement of competitiveness of human capital in county area and the sustainable development of economy in county area has been elaborated here.Chapter I indicates the necessity and significance of the research, provides a concise literature review, lists the problematic issues in the existing literature.In Chapter II, the general features of the human capital in the county area of Guangdong Province is introduced, including the stock level of human capital and distribution of human capital in space and in industry branches in the county area of Guangdong Province. This chapter gives an overview of and provides basic information on the human capital in the county area of Guangdong Province; meanwhile, a transverse comparison between the human capital level in the county area of Guangdong Province and the human capital levels in the county area of other provinces is made here, accompanied with a brief introduction of the development tendency of the human capital in the county area of Guangdong Province in recent years. Chapter III emphasizes on the analysis of the influence of human capital in county area as a core element of production on the economic growth in county area; and gives an introduction to theories on economic growth such as growth theory, neoclassical growth theory and new theory of economic theory, etc. Evolvement of core elements of production on different stages of economic development has been pointed out here. In view of the economic growth modes in the county area of Guangdong Province, a quantitative analysis has been made in this chapter to probe into the difference between human capital and material capital in the way of contributing to the economic growth.Chapter IV describes the characteristics of the human capital structure in the county area of Guangdong Province, and in particular, describes the distribution of human capital in industrial branches in the county area; meanwhile, it points out existing problems in and imperfection of industrial structure of human capital in the county area of Guangdong Province, and makes proposals on optimizing human capital structure and enhancing human capital level.In Chapter V, human capital incentive mechanism in county area is analyzed from the aspect of management science; human capital in the county area is classified and studied; and incentive measures are designed according to the requirement on various human capital at different levels. It has been pointed out here how to stimulate human capital of different types under existing economic conditions so as to cultivate the potential of human capital in county area to the largest extent.Chapter VI describes the characteristics of human capital flow in the county area of Guangdong Province in the economy transform period; based on development economics, the author analyzes here the influence of human capital flow on the progress of economic industrialization in the county area of Guangdong Province. A comprehensive analysis is conducted on the external factors and internal factors leading to the flow of human capital based on the theories concerning dual economy established by Lewis and Ranis et al., and suggestions on promoting reasonable flow of human capital are put forward.Chapter VII mainly elaborates the relationship between human capital in county area and the sustainable development of economy in county area; in this chapter, a comprehensive evaluation system for sustainable development of human capital in county area will be established and used as index to evaluate the comprehensive competitiveness of human capital in the county area in Guangdong Province.
