Because of the problems left from history, resource restraint, the quality of population,economic development strategy and so on, they have aroused great disparity in urban andrural areas of our country. The dual economy characteristic is obvious, and it seriouslyinfluences the economic sustainable development and stability of society. Besides, it hasinitiated a series of social concerns.
