As an independent third party agency,the project cost consulting enterprise plays an important role in safeguarding the interests of all parties,and the credibility construction of which should be paid more attention.For the purpose of improving the honesty and credibility level,a mature and perfect evaluation system must be established to guide enterprises to consciously abide by the rules of the industry.Based on the characteristics of engineering cost consulting enterprises,the credit evaluation system suitable for the current situation of such enterprises in China is established through literature review,questionnaire survey,expert interview,model demonstration and other methods.The main research contents are as follows:To begin with,based on a comprehensive analysis of major factors that affect the integrity of the project cost consulting enterprises in the whole process of the project,the initial evaluation index is set by learning from the domestic and international scientific credit evaluation indexes and relevant standards.Then,the questionnaire is designed,and the evaluation indicator system,composed of 7 second indexes and 23 third indexes,is established through analyzing and demonstrating the results of the questionnaire statistics with SPSS and AMOS software.Compared with other index systems,the system proposed in this paper is more comprehensive in summarizing the project cost consulting enterprise credit evaluation factors,and more adaptive to the characteristics of the evaluation object.Secondly,the method of structure entropy weight is used to weight the index in the paper,and the limitation of the same number of indicators in the same level is improved specially.The improved structure entropy weight method is suitable for the different number of indicators in the same level of integrity evaluation.Then,the gray correlation analysis is chosen as the evaluation method after comparing with the evaluation methods which are used commonly,and the credit evaluation model of engineering cost consulting enterprises is established based on the improved structure entropy weight method-gray correlation analysis.Next,on the basis of referring to the current credit evaluation standards of the engineering cost consulting enterprises of China Engineering Cost Association and many provinces,a set of perfect engineering cost consultation enterprises credit evaluation criteria is established in the paper by learning from other related subjects and other industries integrity evaluation criteria.The corresponding evaluation standard of credit rating is also established.Finally,5 engineering cost consulting enterprises are evaluated in the paper by using the aforementioned evaluation criteria,and the credit rating and credit ranking of each enterprise are got,which are consistent with online publicity of the corporate credit.Besides,the standard is more detailed.The conclusion proves that the proposed evaluation method and the evaluation criteria are reliable.The method in this paper completely applies to the integrity evaluation of engineering cost consulting enterprises because of the simple calculation,proper standard division,easy operation and implementation.
