With the rapid development of science and technology, the competition among enterprises is changing gradually from the possess of capital to the capability of research and development which now is regarded as one of the core function of a multinational corporation, and plays more and more important roles in the managemental strategy. In recent years, along with the speedy promotion of our comprehensive national power and the growing depth of opening to the outside world, the number of research and development centers which set up by multinational companies from North America, Europe, and Asia in the fields of electronics, information, software, and chemistry has been growing at a fast speed.In this paper, factors of influence are sorted by various ways. It is used the theory of delephi to carry the questionnaire investigation out and discard the disqualification the data and counts the data. Through twice investigations, 8 factors are denied while 10 factors are remained as the key factors which influent the setting of multinational corporation R&D invest in China in the order of important, the factors are: the marketing scale of china, the domestic politic environment, the domestic product scale, the scale of direct investment of foreign companies, the economy ability of the multinational corporation, the domestic R&D resources abilities, the industry technology, the domestic fundamental facilities, the similar with Chinese culture, and the ability to adjust to the local .attempts to explain the influence degree of all kinds of factors.The finally conclusion are presented through the analysis, and some advices and suggestions are also given out for attracting the multinational corporation setting its R&D center in china.
