Energy resource is the basic backbone of national economy, the sufficient supply or that the supplying source is being threatened will directly influence national economy's development and nation safety. In a general sense, energy resource consists of petroleum, coal, gas, water power and nuclear power. The influence of petroleum upon national economy safety is more important, so the current focus issue of energy resource in all countries is how to make sure of reliable supply of petroleum.For a long time, China's petroleum has been self-sufficiency and even exported some, so the safety of petroleum has been thinned or overlooked. However, with national economy's sustained and high-speed development, the home supply of petroleum is not enough;the importation is increasing quickly, the dependency of foreign petroleum is becoming bigger and bigger, therefore the safety of petroleum supply has been paid more and more attention to. Chinese government has classified petroleum and gas, grain and water as the three strategical resources that will influence the sustainable development of China's social economy. The safety of petroleum has been one of the important issues that we face in the process of social economy's sustainable development in the 21st century. The paper tries to research petroleum safety from the view of international politics, from energy economy and region politics analysis to the interaction of international relations and energy, explain the current situation of China petroleum's resources, production and demand and challenges, analyze in details the influence of home policies and international strategies to protect China petroleum safety and petroleum factors upon China's foreign relations, and produces the proposals to protect China petroleum safety, with a purpose to study China petroleum safety situation in the early years of the 21st century and the methods and direction to break through the bottleneck of China's economy. The content is the following:The paper consists of three parts, introduction, body and conclusion, about forty thousand words.The introduction talks about the theoretical and practical significance of the paper, explains the objectives, methods, creations and shortcomings existing in the paper, and gives a summary of precedents' research results, describing the contributions made by the precedents and the new areas we should further exploit.The first part of the body is the paper's theoretical frame, to describe in details China petroleum development' history and current situation, analyze international petroleum's development and current situation, China economy development policies, China energy policies and the situation of importation and transportation of China petroleum. This provides the following analysis with questions and materials, and the whole paper with a theoretical frame.The second part of the body, on the base of the first part, analyzes in details the challenges that China petroleum safety will meet: the insufficiency of home petroleum and gas, the outstanding contradiction between supply and demand, the weak capacity to fight against risks;the combats for petroleum resources in the world are becoming furrier and the outside resource space is narrowing;petroleum resource may be political and economical weapons to crack down China;China's weak control on petroleum transportation passages in sea;South Sea and Taiwan issue will the difficulties that China petroleum safety will confront with in the future.The third part of the body analyzes the comprehensive factors that affect petroleum safety, and produces the proposals to protect China petroleum safety. Reducing the dependency on petroleum (including changing China's economy development models), especially reducing the dependency risk on outside petroleum, China should more base on our own supply of energy resources;implementing strict energy-saving measures and develop new energies to substitute petroleum;carrying out petroleum diversification, including producing areas, transportation means, spot goods and forward goods and petroleum management systems;strengthening the development of sea petroleum and protect China sea power;establishing strategical store of petroleum is the emergency means when China is in an urgency;establishing energy management systems and setting energy strategy;developing energy diplomacy, to cooperate with petroleum-producing and petroleum-consuming countries.The conclusion, as the summary of the paper, calls on to build a new energy theory that conforms to China economy's sustainable development, harmony between humans and nature and the double winning between China and other foreign countries.
