At present, Chinese strategic petroleum reserve can't meet the demand of Chinese economic growth and the needs of unexpected events. The Government has a profound understanding of the constraints that oil security has on the national economic development, and started the development of Chinese strategic petroleum reserve program. However, there isn't a complete system of China's strategic petroleum reserve. The specific process of setting up strategic petroleum reserve system will face many difficult questions to deal with. Therefore setting up the system of Chinese Petroleum reserve that is suitable for Chinese national conditions is an urgent matter.Many Western countries including US and Japan have established quite complete strategic petroleum reserve systems after having experienced the Oil Crisis in 1970s. Our country should profit from other countries' rich experience on strategic petroleum reserve. And establish rules of our country's strategic petroleum reserve system gradually , to ensure that the country strategic petroleum reserve project be carried on smoothly. Our country should strengthen the ability to guard the potential impact from petroleum supply disruption and international oil price fluctuation. In the past few years, Chinese research on strategic petroleum reserve has already been launched and has made certain progress. The research mainly emphasized the necessity and the urgency of establishing the strategic petroleum reserve in our country. But its theoretical analysis is not very comprehensive; its conclusion is quite unilateral, because our country's situation is quite complex, and there are too many influencing factors although we have certain international experience to be used for reference. The articles that give the policy suggestion systematically based on the generalized analysis and measuring of the influencing factors are quite few. Moreover, most of the literatures only introduced main petroleum consuming countries' oil reserves experience .However these articles lack the thorough analysis and comparison generally. In fact, the politics and the financial circumstance are different from country to country, some practices are worth imitating, some are not suitable for China.Through discussing our country's oil reserve pattern, the reserve scale as well as the oil reserve system ,this article's significance lies in enriching and deepening the research on oil reserve system, providing the theory basis and giving practical suggestions to establish our country's petroleum reserve system and safeguard our country's petroleum security.
