On The Construction Of Public Service-oriented Local Government

To meet the needs of Chinese accession to the World Trade Organization, the comprehensive building of a comfortable society and the improvement of the socialist market economic system under the new situation, all local governments have taken measures to establish a public service-oriented government. The so-called public service-oriented government is a modern government which can meet public needs, provide adequate public goods and public services of high quality. Government services and products include strengthening the construction of urban and rural public facilities, developing a public service system for social employment, social security, education, science, technology, culture, health, sport utilities, together with public information, providing protection and creating security conditions for the public participation in public life and socio-economic, political, cultural activities. The construction of a public service-oriented government is the comprehensive impact of social modernization and economical marketlisation. In the process of government transitions, it is needed to improve local governmental management rules and environment, enhance public service functions, prevent the absence or overrunning of their duties, concentrate on the management of public services, pay more attention and put public resources to social development and the provision of public goods and services. In order to build a public service-oriented government, the coordination and reform of all aspects are also needed, such as the transformation of government functions to strengthen the government's public service functions;Innovation of the management methods to promote the construction of electronic government administration;Carrying out the administrative government by law to construct a responsible government led by law;the construction of public financial system and so on. Finance is the economical reflection of the government functions. To strengthen the public service functions of local governments, it is necessary to adjust the financial expenditure structure, increase financial input of local governments to public services. The author chose the construction of the public service-oriented local government based on the public finance perspective as a graduation thesis, aiming to make modest efforts on the transformation of the local public service functions and the acceleration of the constructing a public service-oriented government. Such research techniques as the standard analysis and the real diagnosis analysis are used. The author also used the ideas about the public service-oriented government in the Chinese and Western thinking history, the newest research results home and abroad, elaborated related concepts of public finances and the public service, explored the problems in followingfive aspects such as the elementary educational public service, the medical public service, public service in technical development, public service in social security, promoting employment. The thesis has three parts: the first part, the related theoretical explanation of the public service-oriented government, this part mainly analyzes the concepts, characteristics, related theories and the importance of the public service-oriented government and public finances. The second part, the process of construction and appraisal of our country's local public service-oriented government, mainly took the reform of several local governments as examples to analyze the achievements and failures in the process of our country's local government construction. The third part, the possible measures to speed up the construction of service-oriented government, mainly analyzes the concrete measures to construct the Chinese characteristic public service-oriented government, including building a model of Chinese characteristic public service, increasing the financial input on elementary educational public service, medical public service, technical developmental public service, social security public service, promoting employment and building an appraisal system.The innovation of this thesis lies in the study of public services-oriented local government on the perspective of public finance. The author studied the success and failure of constructing a service-oriented government through the process of construction and evaluation of service-oriented local government. On this basis, the author believes, to construct a service-oriented government on the aspect of public finance, it is needed to form a Chinese characteristic public service model based on China's specific national conditions, increase the financial input on the elementary educational public service, the medical public service, public service in technical development, public service in social security, promote employment, and build an appraisal system of effect.
