Property management is the important period which keeps and adds value of real property. The charging difficulty of property management has not been properly settled down. This paper explains the origin of property management, analyses its character compose, charging principles and pricing forms, and compared charging forms with our Hong Kong district and overseas. Based on the analysis of the theory of property rights and public goods, this paper analyzes the difficulty of charging in housing estate administration. Attributes of the property rights to housing estate determine the attributes of its administration, and affect its charging. The service of the housing estate administration includes private, collective, and public services. Not only the confusion of the collective and public services, but the irrationality of the cost average, which exists in the collective services leads to the difficulty. The key to solve this problem is to establish the charging system that is consistent with its attributes in housing estate administration. Finally put forward some suggestions and countermeasures of reality.
