Studies On Solving "Three Rural Issues" In The Developed Region Along The Coast Of China By Promoting The Development Of Urban-rural Integration

With the deepening of reform and opening, the duality-structure under the planned economy has hindered the further development of economic society. After the 16th National Conference of the Communist Party of China, especially since the 3rd, Plenary Session of the 16th Central Committee, there has been a significant change to the economic and social development mind in the theoretical field and government. Urban-rural integration has become the strategical consideration in order to deepen reform, accelerate the resolving of "three rural issues" and to build the well-to-do society in an all around way.This paper expatiated the meaning of urban-rural integration, analyzed its characteristics and trend in different stages .On the basis of analyzing the theoretical basis, realistic basis and the process situation it has been, the paper discussed the characteristic of "three rural issues "in economically developed area with the combination of the understanding of its origin, appearance through transverse comparison between cities and countryside or developed area and poor area. In the end, it put forward the views of promoting the development of urban-rural integration and resolving "three rural issues" in the flouring coast regionThrough the practice of Jiaxing city, we bring forward some suggestion as follows: promote urban-rural integration in space- distribution and accelerate the formation of productivity distribution which featured on linkage development of urban and rural area as well as city configuration with a clear arrangement and reasonable structure;promote urban-rural integration in infrastruction construction and accelerate the formation of perfect service network in transportation, goods circulation and public establishments;Promote urban-rural integration in industrial development and accelerate the formation of industrial pattern which take the advanced manufacturing as its support, develop coordinately in the third industry and urban ecological agriculture and take the lead in realizing modernization;promote urban-rural integration in labor employment and social security, accelerate the formation of labor employment pattern which make population flow free and plan employment as a whole. Besides, we think rural social security should join the track with urban social security;promote urban-rural integration in social development which make rural residents have the same standards as urban residents in education, sanitation, culture, science and technology, broadcasting and television and information;Promote urban-rural integration in construction and conservation of ecological environment and accelerate the formation ofharmonious state in ecological environment and coordinated development between economic society and ecology. Meanwhile, this paper analyzed from different perspective of administrative system and regional development and suggested that in the process of urban-rural integration, we should resolve the "three rural issues" in the developed region along the coast through developing ecological and high-efficiency agriculture, upgrading space for agricultural development, improving living and working condition of rural habitants, optimizing its developing environment, assuring the cardinal interests of farmers and resolving the outlet of farmers.
