Research On The Development Of Urban-rural Integration In China Under The Strategy Of Rural Revitalization

The urban-rural relationship is the most important in the national economic and social development system of our country.The relationship between urban and rural areas is the core of China's social relations.It is not good to solve the relationship between urban and rural areas,which is not conducive to social harmony and stability and affects China's modernization.Since the founding of New China,the Communist Party of China,guided by Marxist theory,has formulated targeted development strategies according to the national conditions of different periods.China's economic and social development has made remarkable achievements,but also brought about many contradictions,such as the widening gap between urban and rural areas,the prominent problem of "agriculture,countryside and farmers".In October 2017,the report of the Nineteenth National Congress of the Communist Party of China put forward the strategy of Rural Revitalization for the first time,pointing out that "priority should be given to agricultural and rural development.According to the general requirements of industrial prosperity,ecological livability,rural civilization,effective governance and affluent life,we should establish and improve the system and policy system of urban-rural integration and development,and accelerate the modernization of agricultural and rural areas".In January 2018,the Central Committee of the Communist Party of China and the State Council issued Opinions on the Implementation of the Strategy of Vitalizing the Rural Areas,proposing that "adhering to the integration of urban and rural development" be one of the basic principles of rural revitalization,and reshaping the new urban-rural relationship.In May 2019,the Central Committee of the Communist Party of China and the State Council issued the Opinions on Establishing and Perfecting the System,Mechanism and Policy System of Urban-Rural Integration Development,aiming at reshaping the new urban-rural relationship,taking the road of urban-rural integration development,and Promoting Rural Revitalization and agricultural and rural modernization.Guided by Marxist-Leninist theory of urban-rural relationship and Sinicized Marxist theory of urban-rural development,this study assimilates the beneficial results of western economics on urban-rural development,and on the basis of historical investigation and summary reflection on urban-rural development in China in the past 70 years,analyses the significance,realistic basis and existing problems of realizing urban-rural integration.This paper summarizes the positive measures of urban-rural integration and development of typical cities in China,and tries to explore the practical path of urban-rural integration and development under the strategy of rural revitalization.The paper is divided into six parts.The first chapter introduces the background and significance of the topic,the research status at home and abroad,research ideas and methods,especially the definition of urban-rural integration and other related concepts.The second chapter introduces the ideological resources of urban-rural integration and development.While analysing the capitalist production relations,Marx and Engels expounded the basic evolution law of the urban-rural relations on the basis of in-depth investigation of the history of human social development,analyzed the origin and manifestation of the urban-rural opposition,and explored the basic path to achieve urban-rural integration.Lenin adhered to and developed the Marxist theory of urban and rural areas,and made theoretical innovation and practical exploration on the generation of urban-rural opposition in Soviet Russia and the elimination of urban-rural opposition.The Communists of China inherited and developed Marxist theory,formed Mao Zedong's thought of balancing urban and rural development and the theory of urban and rural development with Chinese characteristics,and provided theoretical guidance for the development and construction of urban and rural areas in China.Since the 20 th century,especially after the Second World War,western economics has paid more attention to urban and rural issues,and formed theoretical achievements with the non-balanced development of urban and rural areas,the balanced development of urban and rural areas and the integration of urban and rural development as the core point of view,which greatlyenriched the theory of urban and rural development.The third part examines and reflects on the specific practice of urban and rural development from a historical perspective.The historical process of urban and rural development in China since the founding of New China has been carefully investigated: the stage of urban-rural free flow(1949-1957);the stage of urban-rural dual structure solidification(1958-1978);the stage of urban-rural mutual assistance development(1979-2002);the stage of urban-rural development(2003-2012);and the stage of urban-rural integration development(2013-present).On this basis,the paper summarizes and reflects on it,emphasizing that in the process of urban-rural integration and development,we must adhere to the principles and logic of combining theory with practice,the importance of the work of "agriculture,countryside and farmers",the combination of government and market,the unity of the leadership of the Party and the status of the people's democratic body,and the "people-centered" principle and logic.The fourth part analyses the significance,realistic basis and existing problems of the integration of urban and rural development in China under the strategy of rural revitalization.Under the background of the new era,the integration of urban and rural development with Chinese characteristics is the fundamental way to solve the problems of agriculture,countryside and farmers,a new way to break down the dual structure of urban and rural areas,an inherent requirement for building a well-off society in an all-round way,and the only way to realize modernization.It fully affirms a series of achievements in China's economic development and lays a solid material foundation and a positive policy environment for the integration of urban and rural development.At the same time,combined with the general requirements of the Rural Revitalization strategy,the main problems faced by the integration of urban and rural development in China are analyzed,which are mainly manifested in the lag of agricultural and rural modernization,which is embodied in the serious problem of "hollow village",the low level of agricultural modernization,the unreasonable allocation of urban and rural elements,the decline of rural culture,the ability of rural governance and the need to improve the human settlements environment.The fifth chapter carries out case studies and introduces the practices and experiences of promoting urban-rural integration and development in domestic cities.China has a vast territory,and the social and economic development of different regions is very unbalanced.Therefore,the specific practice of urban-rural integration development in different regions also has obvious regional characteristics.This paper chooses Beijing,Suzhou,Guangzhou and Wuhan,Chengdu,which are the important provincial capitals in the eastern developed areas,to study.They represent the exploration and practice of urban and rural development in the eastern,central and western regions respectively.On this basis,this paper attempts to summarize the practical exploration of typical cities from top-level design,government guidance,institutional innovation and industrial development.The sixth part puts forward the practical path of the integration of urban and rural development under the strategy of rural revitalization.First,we should strengthen institutional innovation and establish and improve the mechanism of free flow and equal exchange of factors of production between urban and rural areas.In particular,we should deepen the rural land system,protect farmers' land property rights and interests,and weaken the phenomenon of "price scissors gap" between urban and rural land.Secondly,by promoting the integration of rural industries,strengthening the construction of "three rural" talent team,and strengthening the pluralistic functions of rural collective economy,we can further stimulate the vitality of rural development,promote agricultural and rural modernization,and consolidate the industrial and economic foundation of urban-rural integration development.Third,we should pay attention to the coordinated promotion of new urbanization and new rural construction,enhance the ability of rural governance,enhance rural public service products,and comprehensively promote the development of urban and rural social undertakings.Fourthly,we should revitalize rural culture,build a cultural market system integrating urban and rural areas,reshape the inner spirit of urban-rural integration and development,and agglomerate the spiritual consensus of urban and rural residents.Finally,adhere to the concept of green development,realize the organic unity of rural economic development and ecological environment protection,promote the revitalization of rural ecology,and create a beautiful United States.
